1. How do I report elder/adult-at-risk abuse?

If the abuse or neglect is occurring within Portage County, Wisconsin, and is not occurring in a State-licensed facility, call the Portage County Health and Human Services Department at715-345-5350 option 2 and report the incident to the Adult Protective Services intake worker.

If the abuse or neglect is occurring in a Wisconsin State-licensed facility, call the Ombudsman for the Elderly and Disabled at 800-815-0015 or refer to the Wisconsin Department of Health and Family Services' internet listing of Wisconsin County Elder Abuse Agencies at the Wisconsin Department of Health Services Website.

2. What is Elder/Adult-at-risk Abuse?

Elder abuse is defined in Wisconsin law, Chapter 46.90. When a person age 60 or older is subjected to any of these types of abuse or neglect, it is elder abuse.

Any individual who is 18 years old and considered to be an Adult-At-Risk is "any adult who has a physical or mental condition that substantially impairs his or her ability for his or her needs who has experienced, is currently experiencing, or is at risk of experiencing abuse, neglect, self-neglect, or financial exploitation.

1. Physical abuse is the willful infliction of physical pain, injury, or unreasonable confinement. It includes but is not limited to, beating, choking or burning, inappropriate medication, or tying or locking a person up. It also includes sexual abuse, which occurs when a person has been forced, tricked, threatened, or otherwise coerced into sexual contact against one's will.
2. Material abuse, sometimes called financial abuse or exploitation, is the misuse of an elder's money or property. It includes deception, diverting income, mismanagement of funds, and taking money or possessions against a person's will, knowledge, consent, or understanding.
3. Neglect occurs when a caregiver's failure to provide adequate food, shelter, clothing, and medical or dental care results in significant danger to the physical or mental health of an older person in his/her care.
4. Self-neglect means a significant danger to an elder person's physical or mental health because the elder person is unable to provide adequate food, shelter, clothing, and medical or dental care.

3. What happens when abuse/neglect is reported?

Upon receiving a report of abuse, material abuse, neglect, or self-neglect, an Adult Protective Services worker will conduct an investigation of the reported abuse. The initial goal of an investigation is to verify the safety of the person and to inform them of their rights under the state elder/adult-at-risk abuse/neglect laws. The scope of the investigation may include the following:

1. A visit to the elder/adult-at-risk person's residence.
2. Observation of the elder/adult-at-risk person.
3. An interview with the elder/adult-at-risk person. To the extent possible, this interview shall be private.
4. An interview with other individuals who are aware of the elder/adult-at-risk person and the situation. (The nature of an individual's relationship to the elder/adult-at-risk person is considered before contacting them.)
5. A review of treatment and health care records.

Once the initial goal is met, the Adult Protective Services worker will work with the individual(s) to identify additional resources that may be of assistance.

1. Where can I get information for applying for a passport?

2. How can I have my criminal court record expunged or pardoned?

There are a couple of brochures that can help you figure out if you are eligible for expunging your criminal court record. The first brochure was created by the Director of State Courts Office of Court Operations. Expunging Circuit Court Records Brochure (PDF)

3. Where can I look to find out when my next court date will be?

The clock link will take you to the Appearance Times Page where you can search the WiCourts.gov "CCAP" database to "find your" case(s). You can use a simple statewide search by using your first and last name. It will bring up everyone with that name, so you may need to verify which case(s) are yours. If you know your case number, you could type the case number and select the county your case is filed in.

There is also a "Kiosk" located on the 2nd floor of the Courthouse for the public to use to look up circuit court cases that are scheduled for a hearing that day.

4. Why am I getting text messages to remind me of my upcoming court hearing?

If you have a court case and provide your cell phone number, you will receive a text message notice of upcoming court activities for criminal, traffic, and forfeiture cases. If you want it for other cases type, you will need to contact the Clerk of Court to provide your cell phone number. There is an option to opt-out to stop the messages.

6. I can't find my ticket or case on wicourts.gov (aka "CCAP") when I use case search?

If your citation is for a non-criminal offense and was issued by the City of Stevens Point or the Village of Plover, you may want to contact the municipal clerk of court at 715-342-4054. Or, you can use the link to redirect to the City of Stevens Point website.

CCAP icon If the citation is for a non-criminal offense and was not issued by the City or Village, it may have not been filed with the Clerk of Court yet. Once it is filed, the case will show on the wicourts.gov (aka CCAP) website. You may want to contact the Portage County Clerk of Court at 715-346-1364, ext. 4 to verify or use the link to check back later on the CCAP website.

If you are the Defendant, an appearance is REQUIRED for ALL scheduled hearings unless otherwise noted. If you fail to appear for any appearance, a warrant WILL be issued for your arrest and you may be charged with bail-jumping.

If you are unable to appear, you should immediately contact your attorney or, if you have not retained an attorney, the District Attorney's Office at 715-346-1300 or the Clerk of Courts Office.

9. How long before my bond money is returned to me?

After the case is closed, it may take the Clerk of Courts Office 2 to 4 weeks to return any bond money to the poster.

10. How do I get my bond money returned?

In the event the defendant is found guilty and sentenced, the bond money will be applied to fines, costs, restitution, or as the Court orders. After being applied, if there is bond money to be refunded, it will be returned to the poster.

If the charges are dismissed, the bond money will be returned to the poster.

If you wish to receive your bond money back prior to the closing of the case, the poster will need to provide a written request to the Judge that it is assigned to the Defendant's case(s). The Judge may require a hearing to be scheduled to make the determination of returning bond prior to the case(s) being closed.

The eligibility requirements are slightly different for each program. Eligibility is determined by family size, income, assets, and other household information. 1. What is Foster Care?

It's giving someone else's child a safe place during a difficult time. Every child needs security and nurturing in order to grow into a healthy adult. Your job as a foster parent also carries a special reward - knowing that you're taking action to help someone who needs you very much.

2. What Does it Take to be a Foster Parent?

Successful foster parents have a secure family life of their own, and the support of family and friends. They work well with staff at Portage County Health and Human Services for the benefit of the child. Foster parents can be single adults, married couples with children, or "empty nesters." They have personal and financial stability, an ability to work with and respect the child's natural family members, and the motivation to be a positive role model or mentor to children and youth.

3. What If I Work?

Most of our foster parents do work. Some families are able to foster on a full-time basis in spite of working outside of the home. Others choose to foster on only a "part-time" basis by providing breaks to birth parents who are overwhelmed or who have a child with medical, physical, or other special needs, or other foster parents.

4. How Does One Become a Foster Parent?

You begin by calling Portage County Health and Human Services Department Foster Care Coordinator at 715-345-5913. The Foster Care Coordinator will answer your questions, send you an information packet and inform you of upcoming foster parenting information classes. All foster parents are screened through law enforcement records checks, health screens, personal reference checks, and a series of discussions with the agency staff. Homes also need to meet some basic safety and space requirements.

5. Who Pays for the Child's Medical and Other Expenses?

The agency reimburses foster parents for monthly expenses related to room, board, and other items. If a child has special needs, additional supplements are available. Foster children's medical expenses are covered through their parent's medical insurance or through Title XIX (Medical Assistance).

6. What Ages of Foster Children Need Care the Most?

The answer is simple and not so simple... it's ALL AGES. What's more important is what age ranges, genders, and situations you feel most comfortable with in your home. We look for foster families or differing ethnic and cultural backgrounds, rural and city locations, and whose families come in every size and shape imaginable. This helps us to do the best job we can of matching the child's needs regarding location and family situations with the best available foster home.

7. Will I Have All the Information I need About a Foster Child Before They Come to My Home?

Absolutely!! The agency will share with you any and all information we have available to us on the child, their habits and preferences, and their family situation. You can then determine whether or not you're comfortable accepting them into your household. In turn, foster parents must maintain a high degree of confidentiality and not share this very sensitive information outside of their own homes.

Highway Department

1. Can I hire the Highway Department to perform work on my private property?

The Highway Department contracts with many municipalities in Portage County. However, the Highway Department, by law, is not allowed to perform hired work for the public.

2. Can I purchase supplies from the Highway Department?

The Highway Department sells a variety of supplies to municipalities throughout Portage County. Unfortunately, the Highway Department cannot sell supplies to private contractors or the public. Private contractors performing work for a municipality may pick up supplies on behalf of the municipality, so long as the material is paid for by the municipality.

3. What if I need to contact the Highway Department after working hours?

The Portage County Sheriff’s Office has contact information for on-call Highway Department supervisors at all times. Please call the Sheriff's Office Communications Center at 715-346-1400 with concerns related to safety on state/county highways and they will contact Highway Department staff. For concerns that are not urgent, please contact the Portage County Highway Department at 715-345-5230 during normal business hours.

4. What if I see a dead deer on the highway?

To report a dead deer, please call the Highway Department Parts Room at 715-345-5233. Portage County does not pick up dead deer. We notify Wisconsin DNR, who contracts with private contractors to remove dead deer from state and county highways. Carcasses painted with a bright orange "X" have already been called in for removal.

Justice Programs

1. What should I expect at a Pretrial Service's intake?

Once you arrived at Pretrial Services, a social worker is assigned to you. The social worker will go over the appropriate paperwork, determine your needs, and connect you with resources that are available in the community.

• Remote Breath Monitoring - The social worker will provide instructions for the Remote Breath. You will complete practice Remote Breath tests so you are able to use the equipment once you leave the office. 
• GPS Monitoring - The social worker will provide instructions for the GPS. The social will attach a full charged GPS to the ankle of your choice and it will be fitted properly.
• Drug Testing - During the intake, you will be asked to provide a urine sample.

2. How long will a typical intake meeting last?

A typical intake lasts about an hour. If you are court ordered to be on more than one piece of equipment (ex: GPS monitoring AND drug tesing), the intake will take longer.

3. May I receive text reminders for court hearings and appointments?

Yes. If you provide a current phone number to your social worker, they will set up text message reminders for hearings and appointments.

4. What is GPS monitoring?

GPS stands for Global Positioning System. GPS monitoring is an ankle-monitoring device that you wear and it tracks your movement 24/7. If you are on GPS, you could have a curfew, house arrest, areas that you cannot be in, if ordered by the court. It is your responsibility to keep the GPS unit charged. You will be given all the equipment to be successful on the GPS.

5. How do I get a GPS removed?

The GPS can be removed by Pretrial Staff, if the court removes GPS as a bail condition or if your case is resolved.

6. What is Remote Breath (RB)?

A Remote Breath is a handheld, portable breath alcohol monitoring unit. If you are ordered on a Remote Breath, you will blow into the machine three times every day. You are able to select the testing schedule that it works around your life.You will be provided all the equipment so that you are successful on the Remote Breath.

7. How does drug testing work?

Drug testing is done with a urine sample.

The test will be observed only by a same sex staff person.

Drug tests are scheduled Monday through Friday between 7:45 am to 11:45 am and 1 pm to 4 pm. If you report to the DCPS after 4pm the drug test may not be accepted. 

The drug test are random. You receive a text message in the morning of the day you must report to DCPS. The number of drugs tests are decided by the assigned social worker or the courts may impose a bail condition with the number of urine samples a client must provide.

If you are asked to do the drug testing program you are not allowed to use the following while in the program:

• Synthetic Marijuana (K2 Spice)
• Illegal drugs
• Other people’s medicines
• Codeine or other narcotics without a prescriptions 
• CBD that contains THC (aka: Delta-8)

8. How much does it cost to be on Pretrial Services supervision?

There is no cost to you for Pretrial Services monitoring. 

If you are court ordered on equipment (GPS or Remote Breath) you will be liable for the equipment if it is lost or damaged.The GPS costs $1,500 to replace and the Remote Breath unit is $800 to replace.

9. How can I find out if someone is in the Portage County Jail?

10. May I bring my children to court and/or meetings with Pretrial Services?

Please do not bring your children into court or to Pretrial Services appointments.

11. Why won’t court staff help me fill out a form or tell me how to proceed in my case?

Courthouse staff cannot give legal advice. According to Supreme Court Rule 70.41, services such as legal research or assistance filling out a form can be considered legal advice. The worst case scenario places court staff in violation of unauthorized practice of law, an offense punishable by as much as $500 or a year in jail (according to WI Statute § 757.30(1) or both.

Nitrate Information

1. What is Nitrate-N?

Nitrogen is an essential part of every living thing. Nitrate-N is formed when nitrogen combines with oxygen or ozone. However, nitrate-N easily dissolves in water and does not adhere to the soil which allows it to be easily carried into groundwater, making it one of the most common groundwater pollutants in Portage County and across the state of Wisconsin.

2. Where does Nitrate-N come from?

Low levels of nitrate-N (below 1 mg/L) can occur naturally in groundwater. However, elevated levels of nitrate-N are indicative of impacts from human land use. The WGCC (Wisconsin Groundwater Coordinating Council) report states approximately 90% of all nitrate-N inputs to groundwater originate from agricultural sources, 9% from septic systems, and 1% from lawns or other sources. While nitrate-N contamination of drinking water can be found throughout the state, there are certain areas that are more susceptible due to naturally occurring geology and human land uses.

3. How do I know if Nitrate-N is elevated in my drinking water?

Since nitrate-N does not smell, taste, or have any color, the only way to know for certain if it is present in your private well is to have it tested by a state-certified water laboratory. Professionals recommend that your water be tested at least annually for nitrate-N and bacteria.

Periodically the Portage County Water Resource Specialist will conduct Nitrate Screening Events throughout the County. These screening events are opportunities for residents to bring in a water sample and have it screened free of charge for nitrates. The screening, while not a certified lab test, will offer residents an idea of what the nitrate-N concentration is in their drinking water.

4. What can I do about elevated nitrate-N in my drinking water?

If your well tests above 10 mg/L nitrate-N, do not boil your water! Boiling water increases the nitrate-N concentration in the water. Instead, switch to bottled water if there is an infant, small child, pregnant woman, or woman of childbearing age in your home. Elevated nitrate-N concentrations are only a concern for water that is being consumed or used in the cooking of food and beverages to be consumed. It is not a concern for daily tasks such as dishwashing, laundry, bathing, etc.

To deal with elevated nitrate-N concentrations long term there are three options:

• Bottled Water
• Treatment System - There are a variety of treatment systems available to homeowners to treat water quality issues. Common types of treatment systems for the removal of nitrate-N include reverse osmosis, distillation, and anion exchange. These systems can range from a single point-of-use system to whole-home treatment.
• New Well - Private well owners may consider installing a new well to try and achieve better water quality in their private well. However, there is no guarantee that by installing a new well a private well owner will reach better quality of water.

Jordan Park, Lake Emily, and DuBay campgrounds open May 1st. They all close on October 31st.

Collins Park open May 15th.  Collins closes on October 1st.

4. How far in advance can I reserve a campsite?

11 months in advanced to the check-in date. 

5. What is check-in and check-out time for campsites?

3:00 p.m. is check-in and check-out times at all of our campgrounds. 

6. What are the occupancy hours for the lodges?

Check-in time is 8:00 a.m. There are no early check-ins. Check-out time for the lodges is 11:00 p.m.

7. What are the Dewey Shooting Range Hours for 2023?

May 6th-July 30th: Saturday and Sundays 1-5

August 1st- October 19th: Saturday and Sundays from 1-5; Tuesdays and Thursdays from 2-6pm.

October 21st-November 5th: Everyday 10am-4pm.

November 6th-November 17th: Everyday 10am-6pm

November 17th- May 1st (2024) CLOSED.

8. When do I receive my lodge security deposit?

Lodge security deposits are typically returned by check to the address that is on your reservation. Checks take between 3-4 weeks to arrive. 

If you WILL not be recieving your security deposit back, you will be notifed by phone from the Assistant Director. 

9. How do I reserve a campsite?

Camping reservations can be made online 11 months in advanced but NO later than 7 days in advanced. If you want to arrive sooner than 7 days, you MUST arrive at the campgrounds to find an empty site to self-register at in-person.

Portage County Parks only makes reservations for Handicap sites (HC).

10. How do I modify my reservation?

By calling 715-346-1433. Modifications must be done before the cancelation policy ends.

11. Can I check-in early at my campsite?

You may check-in earlier than 3 p.m. on the day of your arrival as long as the previous occupants have left the site. 

12. Can I do same day reservations?

There are no reservations made online or over the phone with less than 7 days in advanced.

For same day reservations or any other day sooner than the 7 day notice, you have to show up in-person at our campgrounds and self-register as a first-come/first serve for any open site(s).

13. Can I have my dog off-leash in the Parks?

No. The only place in our Park system where dogs are allowed off-leash is at the Speckmann Dog Park at Standing Rocks. 

Pets are allowed in the Parks but MUST be leashed at all times and have dog bags present.

Pets are not allowed at any beach/swimming areas, picnic areas, inside bathrooms and showers, inside any lodges, or on any groomed ski trail.

PCDSA Fundraisers & Grants

1. Who is Eligible?

Community-based groups and organizations, local government agencies, schools, and faith-based groups working directly with children up to age 18 are eligible to apply.  Organizations with prior experience and projects with documented success will have a preference in the award process.  It is highly recommended that successful grant applicants follow up with information regarding their project.  This will reflect positively on any future grant requests.

2. How Much is Awarded?

Grant awards are entirely dependent on the fundraising capabilities of the PCDSA throughout the year.  There is no guarantee of any specific funding level at any time throughout the year.  Typically all grant applications are for $500 or less, in order to ensure that available funds can be spread across many worthy causes throughout Portage County.  Larger grant requests may be considered using this application for special projects, however, please understand that funding is limited and all requests must be accompanied by sufficient documentation and justification commensurate with the size of the request.

3. When is the Application Deadline?

Applications will be accepted at any time during the year. The Donation Committee will generally consider applications within 90 days of receiving it.  Decisions will be announced shortly after the Committee meets.  Larger donation requests require a vote of the entire PCDSA membership and may be delayed for several weeks to accommodate proper participation.

Notifications will usually be made by email as soon as the Donations Committee has properly acted on each request.  It is important to ensure that the email address provided is legible and current.  We prefer to make initial notification by email, otherwise, a letter will be sent to the address you provided, but the response may be delayed by a few weeks. 

5. How Will the Award Be Made?

Actual monetary awards will be made to organizations as soon as practical.  Requests for consideration of any special time constraints regarding your project/schedule should be made as part of the initial application. Awards are made on an annual basis only. No multi-year grants can be considered, due to the nature of our funding sources. Organizations awarded a grant during this period will not be automatically granted funding in the following year(s). A new application for a Youth Grant will be required each year.

2. When do I need a permit from Land and Water Conservation?

Land and Water Conservation is responsible for issuing County permits for any construction, installation, or substantial alteration of an animal manure storage facility or transfer mechanism. A permit is also required for the closure of an animal manure storage structure. Refer to the Animal Manure Storage and Nutrient Management Ordinance (PDF).

3. How do I rezone my property?

4. Who can help me with shoreland erosion issues?

Land and Water Conservation staff is available to assist landowners with many issues involving shorelands, including shoreland erosion.

5. How do I prepare a nutrient management plan?

A nutrient management plan manages nutrients on cropland, resulting in cost savings and water quality protection. Land and Water Conservation staff can assist landowners in writing nutrient management plans for their cropped fields.

6. How do I report manure runoff?

Call 715-346-1334 and ask for Land and Water Conservation staff. They respond to citizen complaints regarding manure runoff in Portage County.

7. What is cost sharing and what can it be used for?

Cost sharing is funding assistance to landowners found to be eligible for financial help to install conservation practices. Some common practices are:

• Diversions - used to protect areas from soil erosion and keep livestock feedlots dry and minimize potential manure runoff by diverting runoff water around the area.
• Field windbreaks - used to control soil erosion by reducing wind velocities at the land surface. Refer to the Central Wisconsin Windshed Partnership Group(CWWP) Webpage.
• Grade stabilization structures - are used to prevent gullies from forming.
• Riparian buffers - establishing/enhancing vegetation to provide wildlife habitat and reduce sediment, nutrients, and pollutants from entering surface water.
• Streambank and shoreline protection - planting vegetation to create wildlife habitat and protect the banks of streams and lakes against erosion.
• Wetland development or restoration - construction of shallow water areas or destruction of tile line or drainage ditch functions to create or restore wildlife habitat.
• Manure storage systems - a structure that stores manure, which increases available nutrients for crops and leads to savings on purchased fertilizers. A permit is required for all manure storage systems. The LCD highly recommends a minimum of six months' capacity so winter spreading and manure runoff violations can be avoided.
• Barnyard runoff control system - a concrete barnyard system used to contain manure in areas of concentrated livestock activity, which minimizes potential manure runoff violations.
• Other practices as listed under Wisconsin Administrative Code, Subchapter VIII ATCP 50.61 through 50.98.

8. Is there a fee for Land and Water Conservation staff assistance?

No. Technical assistance is available to Portage County landowners free of charge.

9. What is a POWTS?

POWTS is an acronym for a Private Onsite Wastewater Treatment System. A more widely used term is 'septic system'. It is intended to treat domestic wastewater. The most common onsite system used is a septic tank in combination with a traditional drain field. A properly designed, installed, and maintained system should operate for 20 to 40 years or more, treating wastewater to minimize the negative impact on groundwater, surface water, and human health.

10. What is the reason for POWTS regulation?

The State law is intended to protect the health and safety of Wisconsin residents and to protect the ground and surface waters of the State. It is important to make sure that wastewater or effluent from the septic system is being treated properly, and to identify septic systems when they are not functioning properly. If a failing septic system contaminates drinking water, it can affect many more people than just the owner of the septic system.

11. What is required of me as a POWTS owner?

After this initial information goes out and the inventory is completed, the County will begin sending out parcel-specific information and pumping notices. The pumping notice will have questions on it that need to be answered, thus you will have to contact a licensed pumper to come out to inspect your system and get it pumped. Once the pumping form is completed, you need to return it to the Planning and Zoning Department within the allotted timeframe. Once your POWTS is entered into our system, you will receive pumping notices every three years reminding you that your system is due to be pumped.

12. Where can I find the regulations regarding POWTS maintenance?

SPS 383.255 and State Statute 145.20(5) address the requirement that counties must inventory all septic systems (POWTS) in the county and have a maintenance program in place encompassing all of these systems. SPS 383.54 addresses the maintenance requirements for all POWTS, indicating the type of maintenance that must be performed on these systems and who must perform it.

13. What is the Inventory and Maintenance Program?

Each governmental unit within the State of Wisconsin is required to conduct, complete and maintain an inventory of all POWTS located within their jurisdictional area. The inventory does not require site visits, POWTS identification, or an evaluation of the POWTS. Upon completion of the inventory, the governmental unit shall develop and implement a comprehensive POWTS maintenance program, which is a process that accepts and records inspections, evaluations, maintenance, and servicing reports submitted by the POWTS owner or owner’s agent. Every POWTS shall be visually inspected at least once every three years to determine whether wastewater or effluent from the POWTS is ponding on the surface of the ground.

14. What is the on-line POWTS maintenance reporting system?

Portage County has begun an online reporting system for filing POWTS maintenance reports. When a pumper has completed maintenance of a POWTS, they are to log onto the Portage County Website and file a report on the correct parcel. Any person may go to the site and view their parcel to see if the information has been reported and view the maintenance history.

15. What happens if I refuse to do POWTS maintenance?

Legal action will be taken in the form of a Summons and Complaint requiring court appearance. You may respond to the Summons and Complaint by either contacting the Planning and Zoning Department before the court date or by appearing in court. If you fail to respond, a judgment will be issued against you in the amount of $5,000 until we gain compliance. A forfeiture amount will be determined at the time of compliance.

16. What if I pump my septic tank every year or every two years?

While pumping your septic tanks every three years is a requirement, many experts in the field will recommend a more frequent maintenance program. If you do have your system serviced at a more frequent time interval, you may provide your pumper with a copy of the pumping form for them to fill out and return to the County. If you do not have a form, please contact Portage County Planning and Zoning Department to obtain one, at 715-346-1334, or you may access a form online. Portage County will continue to send pumping reminders every three years from the last date we have on record.

2. How do I change my name on my tax bill after a marriage or divorce?

Your name appears as it holds the title. Changing your name requires a legal document to be recorded. We do recommend consulting an attorney or title company when completing these forms. When complete, it should be recorded in our office along with a Real Estate Transfer Form. The fee for recorded documents is $30 per document.

3. Birth, Marriage, Domestic Partnership, Domestic Partnership Termination & Death Certificates

With the new statewide issuance law now in effect, if the vital record you are requesting falls within the dates listed below you can obtain the copies from The Portage County Register of Deeds office despite where the event took place in the state of Wisconsin.

4. The names of both the husband and wife are on the deed, but now my spouse is deceased. How do I remove my deceased spouse's name from my deed?

The termination of the decedent's interest form (HT-110) and instructions on how to fill it out are available at the Wisconsin Register of Deeds Association forms page on the State of Wisconsin Department of Revenue Website. The completed HT-110 form along with a certified copy of the death Certificate, a copy of the recorded deed, and the tax bill for the year preceding death, a printed receipt of an eRETR once completed - you can access the eRETR at the State of Wisconsin Department of Revenue Website, along with the $30 fee can be mailed or brought in person to the Register of Deeds.

Historical Research Requests

Searches of real estate ownership dating back many years through a succession of owners require an appointment made at least 24-hours in advance. Searches of this nature can be very complex and may require many hours of research. Register of Deeds staff will provide guidance to help you use the archive but cannot do the research for you.
We are unable to accommodate visitors without an appointment.

Access to Records for Professional Searches

Laredo is a subscription-based service with a monthly fee paid to the Portage County Register of Deeds for access to Portage County real estate records. This solution is intended for use by real estate professionals and other industry partners that conduct a significant number of real estate searches, and need access to document images on a regular basis. Email the Portage County Register of Deeds Office to establish a subscription.

9. How long does it take to get my deed back?

You will be able to receive recorded documents back electronically!

Swift is a software program designed giving the Portage County Register of Deeds Office the ability to return paper submitted documents electronically via email to the appropriate recipient. Instead of waiting to pick up the document or receive it back via mail, our customers will find their document was recorded and received electronically. The PDF document recorded is sent via email as an attachment and can be saved for convenient electronic real estate record keeping. An extra benefit to submitters is the ability to find out a document was rejected from being recorded nearly instantly. This saves valuable time in preparing and submitting the corrected document.

10. Do I have to come to the courthouse to obtain a birth record?

You may request your birth record via mail. Send a completed birth application including the child's name at birth, the father's name, the mother's maiden name, and the date of birth. Also include your signature, a copy of your driver's license, the address where you want the certificate mailed, and a daytime phone number. A Cashiers Check or Money Order must be included. 11. How much is a copy of a birth certificate?

1. Can I intern at the Sheriff’s Office?

Perhaps. We have partnered with several institutions of higher learning to provide intern opportunities for their students.

2. Can I surrender an unwanted firearm?

3. Could all of the law enforcement in the county be consolidated into one county-wide police department?

No.  While municipalities are free to provide their own police department or contract for police services from another municipality or the county, the Sheriff is a constitutionally mandated office.  However, all of the law enforcement services across the county could be consolidated under the sheriff's office.  Portage County only has two municipalities that provide their own police services, the City of Stevens Point and the Village of Plover.  The remaining 96+% of the County is already under the exclusive jurisdiction of the Sheriff's office.

4. Do county ordinances apply within my municipality?

Yes, with only a very few exceptions.  All county ordinances are enforceable county-wide, except where the statute provides for local ordinances to preclude county ordinance enforcement (e.g. fireworks, solicitors permits).  Otherwise, even if a city, village, or town has its own ordinances, the county ordinances still apply.

5. Does the Sheriff’s Office have a ride-along program?

Yes and No. The Sheriff’s Office does not accept walk-in requests to ride along due to staffing restrictions. We do allow individual deputies to request particular persons to ride with them for a specific shift, but these need to be initiated by that officer. We do allow certain public officials, program participants, and interns to ride along under limited circumstances.

6. Does the Sheriff's Office enforce municipal ordinances?

No.  The Sheriff's Office enforces county ordinances and state law.  That is unless the municipality has contracted with the Sheriff's Office for law enforcement.

7. How do I apply for a position at the Sheriff’s Office?

If you are interested in a position as a deputy sheriff, you need to register with and test through Empco. We have partnered with the Badger State Sheriff's Association for creating a state-wide multi-agency testing and candidate pool, which allows you to apply for as many or as few sheriff's offices in Wisconsin as you wish. 8. How do I contact the Sheriff’s Office?

You may call us at 715-346-1400, 24 hours a day. You may also stop in and see us at 1500 Strongs Avenue, Stevens Point, 24 hours a day to report a crime, and during business hours for other requests for service. You may  Email Sheriff. 

9. How do I find out about property being sold at a Sheriff’s Sale?

10. How do I make a personnel complaint about an office member's conduct or improper job performance?

To ensure that the public has confidence in the Sheriff's Office and our employees, we have a process in place for adequate, fair, impartial, and expedient processing of all allegations of misconduct by Sheriff's Office employees. However, the complainant should be aware that by Wisconsin law (Wi Statute 946.66(2)), a false complaint or any untrue allegations may subject the complainant to criminal charges and/or civil recourse. In the event someone wishes to make a complaint, the first step is to contact the Sheriff's Office and request to speak with the employee's supervisor. 12. How do I pay my parking ticket?

Parking Tickets can be paid by using the ticket/envelope to mail your check/money order payment to the Sheriff's Office at 1500 Strongs Avenue, Stevens Point, Wisconsin 54481-3542. 13. How do I visit an inmate in the Jail?

14. I have a question about someone in Jail. Whom can I call?

15. Some call it the “Sheriff’s Department,” others call it the “Sheriff’s Office.” Which is correct?

The Sheriff is elected to the Office of the Sheriff, therefore we are the “Sheriff’s Office.” Agencies run by elected officials are offices, such as the District Attorney’s Office, Clerk of Courts Office, and County Executive’s Office. Departments, on the other hand, are run by appointed department heads, answerable to the County Executive and County Board rather than directly to the electorate, and are constructs of the County, such as the Finance Department, Highway Department, and Emergency Management Department. The use of the term Sheriff’s Department is incorrect.

16. Someone I know was arrested last night or over the weekend. When will he/she have an appearance?

Appearances on new charges are held at different times throughout the day/week.  Please contact either the District Attorney's Office or the Clerk of Courts Office anytime after 10:30 am.  These appearances are normally held during the late morning hours or in the early afternoon. If a call is made too early, the information will not be available.  The defendant may or may not appear in person in the courtroom for the appearance.  Many times they will appear by video appearance at the Jail.

17. What are the regular office hours for the Sheriff’s Office?

The administrative offices and Records Division front counter is open Monday through Friday, 8 am to 4 pm.  Patrol, Jail, and Communications Center are open 24/7.  They can be contacted by telephone, or by using the appropriate intercom in the lobby of the Law Enforcement Center.

19. What if I see a dead deer on the highway?

To report a dead deer, please call the Highway Department Parts Room at 715-345-5233. Portage County does not pick up dead deer. We notify Wisconsin DNR, which contracts with private contractors to remove dead deer from state and county highways. Carcasses painted with a bright orange "X" have already been called in for removal.

20. What is the jurisdiction of the Sheriff's Office?

The Sheriff's Office exercises jurisdiction throughout the County, including within municipal boundaries and in places that have their own police departments.  The Sheriff and his deputies also exercise their authority state-wide under certain circumstances, even when outside of their home county.

21. What makes the Sheriff’s Office different from our police department?

The obvious answers are that we are a county-wide law enforcement agency with jurisdiction throughout, even in places that have their own police departments. The Sheriff is a constitutionally established position with ultimate authority over the operations of this Office, answerable only to you the voters. We operate the County’s Jail, and in Portage County we operate the Juvenile Detention Facility and county-wide Communications Center. We also have additional duties tied to the office, such as the service of civil and criminal processes and the protection of the courts. Otherwise, we are essentially the same in our function and mission.

22. What’s the difference between the Sheriff and a Deputy Sheriff?

The Sheriff is a constitutionally established elected position. This person is the head of the Sheriff’s Office and a senior law enforcement officer in the County. There is only one Sheriff. Those sworn law enforcement officers that work for the Sheriff, regardless of their rank, are the Sheriff’s deputies; thus the term Deputy Sheriff.

2. What is a secured load?

A load that has been fastened in or attached to the vehicle with tarps, ropes, winch straps, netting, or chains, so as to prevent any portion of the load or the covering from becoming loose, detached, or leaving the vehicle or trailer while the vehicle or trailer is moving.

3. Where can I take documents to be shredded?

Secure document shredding is available at the Portage County Solid Waste Facility. A limit of three bank-sized boxes may be brought at one time. There is a $5.25 per box fee.

4. How do I dispose of motor oil or antifreeze?

Motor oil and antifreeze are free to dispose of, but must be in containers 2.5 gallons or less with a closed cap. If you wish to have your container emptied and returned please call 715-346-1931 to make an appointment.

5. How do I dispose of Hazardous Materials?

Hazardous Materials are accepted by appointment only. Call 715-346-1931. This includes items such as poisons (pesticides and herbicides), cleaners, paints, chemicals, gas, and aerosols. The program operates from March through November. Fees apply.

6. What is the standard disposal rate?

$20 minimum charge for any load of 560 lbs. or less. Loads weighing more than 560 lbs. are subject to our standard rate of $71.35 per ton.

7. What items are not accepted?

Asbestos, medical waste (i.e. needles, medication), items with radioactive materials (smoke alarms and exit signs), fire extinguishers, or yard waste (lawn clippings, leaves, branches less than 6 inches in diameter, etc.)

8. Who picks up my garbage and recycling?

Portage County Solid Waste is not responsible for curbside garbage or recycling collections. We are a receiving facility only. For information regarding your curbside collection schedule please contact your city, village, or town clerk.

Real Estate Taxes

The County Treasurer collects 1st installments for 22 of the 27 municipalities. We collect 2nd installments for 26 of the 27 municipalities (the City of Stevens Point collects their own).

Personal Property Taxes

The County Treasurer collects 1st installments for 22 of the 27 municipalities. All Municipal Treasurers collect 2nd installments.

4. Do we send out reminders or bills for the second installment?

We do not send out reminder notices. We send out one tax bill each year, which has two installment stubs. It is up to the taxpayer to remember to pay in July.

5. Do we accept credit cards? Why is there a fee to use a credit card?

We do accept credit cards for payment of taxes. There is a 2.39% fee charged by our vendor, Point and Pay. We are not able to absorb this fee into our budget, so it must be paid by the taxpayer if they opt to use a credit card. The fee is then kept by Point and Pay, which enables us to use their services.

6. Do we have payment plans available?

Payments of any amount are accepted at any time.

7. How long can my taxes remain delinquent before the County forecloses on my parcel?

A lien is placed on your parcel on September 1st of the year the taxes were due. You then have two years before the County may foreclose using the tax deed process.

8. When do my taxes become delinquent?

Due to the grace period, they become delinquent on the sixth business day after they were due. The 2nd installment option is forfeited and the entire bill becomes due if an installment date is missed. Interest begins accruing at 1.5% per month on the unpaid balance, beginning the month after the due date. For instance, if a first installment is missed, the next day after the grace period, one and a half % interest is added to the bill. In March it increases to three %. Interest continues to accrue until the bill is paid in full. Additional applicable fees may be applied. Please contact the Portage County Treasurer's office for a final payoff amount.

9. When are taxes due?

Taxes are collected in two installments in Portage County, due January 31st and July 31st.

1. How do I enroll in the United States Department of Veterans Affairs Healthcare System?

There are eligibility requirements for enrollment in the VA Healthcare System. VA Form 1010-EZ is used when applying for healthcare benefits. There are treatment and medication co-pays required for certain veterans. When applying for enrollment in the VA Healthcare system you must submit a completed VA Form 1010-EZ and a photocopy of your DD 214 or separation document.

2. I am a homeless veteran. What assistance is available?

Both the federal VA (USDVA) and the Wisconsin Department of Veterans Affairs (WDVA) offer assistance.

The federal VA operates a program called HUD-VASH. To contact the federal VA call 877-424-3838. Eligibility; Veterans who are appropriate for this program must be VA healthcare-eligible Veterans. VA eligibility makes this determination. The public housing authority (PHA) determines if the Veteran participant meets HUD's regulations for this program.

When requesting assistance through the Wisconsin Department of Veterans Affairs (WDVA) you should call the Veterans Outreach and Recovery Program (VORP) at 715-409-3767. VORP staff work with community providers and professionals to provide assistance and connection to: Mental Health Services, substance use treatment, financial assistance, housing and utilities, claims and benefits assistance, employment and education, transportation, and many more services. Eligibility; All who have served in any component of the U.S. Armed Forces including those that have previously served and continue to serve in the National Guard and Reserve.

3. I am being called to active duty and have questions about my employer provided pension and health benefits. Where can I get more information about my benefits?

The Department of Labor's Veteran's Employment and Training Service (VETS) has information for veterans, National Guard, or reservists who may be activated for military service. National Guard and reserve members called to active duty, and their civilian employers, have certain rights and responsibilities under the Uniformed Services Employment and Reemployment Rights Act (USERRA). VETS has developed a fact sheet and an interactive computer program, the USERRA Advisor, which addresses the rights and responsibilities of individuals and their employers under the law. These tools, and other USERRA information, can be found on the VETS Website.
